I think visiting Adam Phillip's tutorial section would be a good place to start. He used to work for Disney and is also the guy behind the famous Waterlollies flash posted here...

but how do you use flash cs4 to animate the cartoon and use all the symbols and tools and frams and all that stuff i just need some video tutorials because how did people like egorapter learn i mean is there like a school or something. so i was wounding if you knew of a place to learn

1#.you need flash. a product from adobe(or other animation programs)
2#. you need to think what you want to make in flash.(or in other animation programs)
3#.you then need to set the frame rate.(to make run good)
4# then you do a test to see how it looks.
